NSPM Use and References

To track interest, understanding and use of the National Standard Practice Manual^TM, the map below shows references made in jurisdictions, including those made in regulatory dockets, federal/US DOE inquiries, legislative bills, reports and studies, etc. We show where the NSPM is recommended or used as a BCA framework for improving cost-effectiveness practices for a single DER or multiple DERs, and in various regulatory contexts. In addition to U.S. jurisdictions, the NSPM has been referenced in the Canadian provinces Ontario, Newfoundland, New Brunswick and British Columbia.

State Use of NSPM

More than a dozen jurisdictions have applied the NSPM BCA framework to develop or modify an existing benefit-cost analysis (BCA) test for a single DER or multiple DERs, and across different regulatory contexts. See map below and more details at State Use of NSPM.

NSPM References

The map also shows where the NSPM has been recommended or referenced by stakeholders across the U.S. and in Canada, with details provided in this Summary of NSPM References.

Note that states where the NSPM has been referenced but not yet applied does not indicate that the commission rejected the NSPM. Rather, the NSPM is on record in a docket as a recommended BCA framework for PSC consideration.

From 2017 to summer 2020, references were primarily to the NSPM for EE. References thereafter also reflect the NSPM for DERs.
