Database of Screening Practices

The DSP provides information regarding state cost-effectiveness screening practices for ratepayer-funded electric and natural gas energy efficiency programs. States can use the DSP to learn about other states’ practices, and to readily access and better understand policies, processes, and studies that support assumptions used by states in their benefit-cost analyses (BCA). The DSP can also help to identify where and how states are using the National Standard Practice Manual to guide their BCA practices.

About the Database

• A living document with information from 52 jurisdictions (50 states, Washington D.C., and Puerto Rico), the DSP is being updated in 2024 with the first set of states in March and the balance in June. Please contact us with suggestions for specific changes.
• In 2023, a Comparison Tables tab was added, summarizing values used in states for GHG emissions and non-energy impacts (NEIs).
• DSP content is based on the best available information at the time of research, including interviews with state regulatory staff.
